Whatever happened to the "boot camp" approach to offenders? Surely a government cannot have suddenly realized the worth of work being done those in prison! No doubt though the governors of the "reform prison" will soon find, like headteachers, that their budgets cannot be stretched as far as they need to be to achieve their stated aims. "Twas ever thus", I suppose.
