David is absolutely right in his assertion there is institutionalised discrimination especially in sentensing non white defendants and need thorough investigation. The attitude of magistrates is seen in all cases different as compared to whites cases. I have appeared in many RTA, council tax, rates, parking and knife cases and nonwhites were always punished even if they had sound defence and mitigation. Same is the case invariably in civil cases.
