Its not just salary costs that make the MOJ expensive to run
In the private sector it takes 3 months to get rid of an incompetent employee and in the public sector 3 years
Long term sick absence in the public sector –full pay for the first year half pay thereafter.
Heaven help us if the Gov carry on with the principle that certain government functions must be self-funding from fees.
