Formerly Inpractice - I think the answer in terms of whose agenda is simple; their own!

For a long time now it has seemed to me that the SRA is an institution which has become completely consumed by a concern for its own existence. Indeed, when big salaries and big egos are involved, you can pretty much guarantee that the institution will begin working toward its own ends as much as (or even more than) anybody elses.

One need only look at the closing of the ranks in South Yorkshire police following Hillsborough, or in sections of the Met following various scandals/crises, to see what can result.

The SRA now knows full well how little is thought of it in the profession and is desperate to be seen to be doing something, anything to make it seem useful and relevant. Heaven forbid somebody try to replace it with something fit for purpose!
