Supermarket Justice? Cheap and not so cheerful for those who don't have the money to pay for the extra services (solicitor own client). “Proportionate to the value” implies client care and regulation needs to be proportionate and done on a shoe string or will cases in the FRC will be picked up by the unregulated sector. May be that is the plan?

FRC based on the value (I suppose recovered value) with QOCS is a contingency based fee albeit paid by the unsuccessful defendant. So why don't we just admit it do away with the indemnity rule, hourly rates, cost budgets etc. and just add the fixed costs to the damages with a red card system to punish unreasonable conduct with fines (extra costs payments)
