No mention is madden the study referred to here (nor was it by Mr. Gove when Justice secretary) of the North Liverpool Community Justice Centre. This was the first problem solving court in England and Wales, admirably led by District Judge David Fletcher. it lasted for a fairly long time (by Criminal Justice experiment standards at least) but was deemed to be too expensive. Good justice does not come cheap.
