Deborah I worked with the original Pink Form, the predecessor of the Green Form. The PF provided a fixed fee of £7-50 [remember there was no vat in those days]. That would still fund several letters or perhaps 10 mins advice today @ the rates paid under the Criminal and Family contracts and with no bureaucracy involved. There were no restrictions on the subjects dealt with as long as they had a legal flavour.
