If there is not sufficient diversity at the High Court / appellate level, where will Liz Truss's "people with the right qualities from all backgrounds" come from?

If people are to be fast-tracked to achieve diversity of race and gender, then presumably, some of the candidates will be younger than most applicants to the Supreme Court.

Is the hidden agenda to stop the turnover in the SC, because its members are close to retirement age before they take up office?
