A couple of things.

The consultation document repeats and repeats that the limit has not been increased since 1991. This is not true. The limit was increased in 1999 to general damages only. This is very very significant - especially in relation to the next point.

There is a radical difference between increasing the limit for "whiplash" and all PI, including EL, which will undermine health and safety at work, EU Directives* and the British tradition of promoting health and safety at work (on which the EU Directives are founded largely).

There's more to say, but the rhetoric is all about whiplash and reducing car insurance premiums (previously promised but not delivered when Cameron/Osborne agreed to slash fixed costs agreed by the insurers). But the EL insurers have attended meetings with the MoJ when they say they also want a piece of the pie.

*Brexiteers may wish the Brits had already left the EU, but it hasn't happened yet.
