The average motor premium in 2016 is, according to the AA, £586, not £1,000.

It would appear that if anything the proposed damages should be reduced, not increased. The damages in the 12th edition of the JSB Guidelines reflected the general 10% increase in damages to compensate for the Jackson reforms.

However, this increase was designed to compensate for the fact that success fees and ATE premiums would no longer be recoverable from the defendant. As there will be no lawyers involved under the new process there will be zero deductions for success fees or ATE premiums anyway, and claimants will therefore be over-compensated.

I shall, of course, be pointing this basic error out to the MoJ.
