"They promise quick easy settlements, and sign up Claimants that would have previously not bothered. It should however not been forgotten that these victims were still injured it's just that they normally wouldn't have claimed. They aren't fraudulent and shouldn't be portrayed as such."

And therein lies the basic problem. People who have only suffered minor injuries "wouldn't have bothered" to make a claim because the truth is they don't need compensation. Minor injuries are just part of everyday life. They are not generally so disruptive as to justify all the rigmarole of a PI claim.

And even if HMG in its wisdom deems that such injuries are worthy of a wad of cash it is by any standard ridiculous to force the `victim' to go through all the nonsense of instructing highly trained and highly expensive lawyers just to access a few hundred quid.

I personally think it would be far better to abolish compensation for minor injuries altogether, much as the CICA scheme does. But if this is deemed to be too harsh on the poor little snowflakes then at least have a system similar to the CICA where the damages can be assessed by an independent assessor instead of involving the majesty of the law.
