Why does anybody need to "benefit" for the reforms? the reforms are happening to prevent the abuse that has been facilitated for numerous years, those who have mainly seen the benefit are the companies that are now struggling, if any firm solely concentrated on Personal Injury claims then that's their issue and i'm 100% certain these firms did not start trading purely to provide access to justice but simply to milk a system dry and as such my sympathies only stretch to 1000's of admin staff that believed the drivel spouted by most CEO's of these companies
