I was recently contacted by a CMC (actually several) following a minor RTA and when I advised the individual that I did not want to make a claim he advised that I was "just being stupid" and "ruining for others". He was not remotely interested in the fact that I had not, in fact, suffered any injury. That is the massive elephant in the room here, the majority of people claim because they can, and are encouraged to do so.
