I entirely agree, Guy, that others suffer when people like this fail to pay their 'fair' share of income tax. Really it is just a case of self discipline, in my humble opinion. Employees don't even get their hands on 'their' tax. In effect such companies 'borrow' the tax they owe on their profits to fund the rest of their operation.

Is it worth HMRC having something like VAT provision and every bill having, say, 10% of the profit element which must be paid every, say quarter, to HMRC on account of their liability at the end of the year.? If they have no liability it is repaid, if they owe more then they pay the balance?

Just a thought as I read time and again of this sort of thing. I hold no brief for HMRC, but why should other tax payers have to shoulder the extra burden generated by those who cannot exercise the self discipline the rest of us have to?
