Consider for a moment why individuals take legal and usually expensive action, they have been wronged , real or sometimes imaginary. They are forceful ( bullheaded ) and believe they can do no wrong , ever , and have the financial muscle behind them.
But there are so many statues, rules, regulations, superimposed Govt offices who are usually political appointees who are " wet behind their ears" But could talk the "hind legs off a donkey " without substance in any sentence which even in simple cases drag it on ad infinitum , whilst the meter tick away . whats needed is less words, more precis .
