Whilst I suppose we must applaud any attempt to improve access I doubt this will ever be a runner. The simple fact is that most families and small businesses have no surplus disposable income. Many cannot even afford mortgage payments or life or medical insurance so the last thing they would consider is additional premiums for lawsuits that probably will never happen to them. the simple truth is that without legal aid access to justice will be for the rich and litigants in person.
