There are a number of fundamental misconceptions by Sir Terence Etherton, the main one being that if the Germans buy BTE, so will the Brits, however nothing could be further from the truth. Germans insure everything and don't leave anything to chance. In comparison, Brits view LEI / BTE as an expensive waste of money and simply will not buy it year in, year out where there is no perceptible need. This is why the UK BTE market is almost non-existent. The Canadians are also similar despite recent ventures by DAS and Arag, only in the last few years. BTE is a non-starter. Despite what Sir Terence says, there are other solutions available, only he, the MOJ and the general public are unaware of them. Why ? That is the question he should be asking, not about BTE.
