The breadth of opinion expressed below seems to confirm the departing CEO's problem; at least up to a point.

I ask the following questions (and thank you City Solicitor for the stats):

Do we need 1 CM for every 1500 practitioners?

Why are there 300ish others brought in for specialist purposes? The government manages with rather fewer "departments" to run 66M.

What is the LS for? May I suggest:

To preserve an independent and respected profession.

To support the Rule of Law - a supine or beaten profession can't.

To make the profession open to all, and after qualification equal to all its members, without huge debt - this may (and I see the contradiction) involve controlling numbers. The "open to all" will need policing. Sorry, but it will. I wouldn't have stood a chance now - 7 days shy of its 51st anniversary.

To take back control from the myriad of quangos overseeing it - might this involve a tie up with the Bar, which ought to support all the above?

To advise and caution those in power - it can't do more.

To do it all efficiently.
