I am no expert in this field, but from recent experience with two elderly relatives, one of whom developed vascular dementia, clarity is urgently needed. It is a minefield for all involved, who are usually trying to do their best for vulnerable people, and a pragmatic, as well as legally correct, solution has to be achieved.
