Surely its more important to have a Court and Tribunal system that is efficient and value for money, than one that is cheap.

The tax payer cannot expect the system to be paid for only by those actively using it.

The very existence of a well run and effective Court system is fundamental to the functioning of society and tax payers should happily pay for it, as they will be glad it exists if they ever require it.
