Who decided whether someone is 'ethnically diverse'...?

If I declare that I am, say 1/4 hispanic, would this satisfy these crusaders?

Will they conduct a DNA test to check up...?

With 55% women in its workforce, HP itself appears to be in need of a diversity commissar, as it clearly discriminates against men.
