The most cost effective and sensible way to cut down on fraud in RTA "Whiplash" is simple in my eyes:

1. Any person seeking to make a claim for any injury following any type of accident must have sought medical advice (and be able to prove it) from a professional within 7 days of the accident.

2. Any RTA claim solely for "soft tissue" injury must be presented by FLC or CNF within a set period ie. 30 or 60 days following the accident.

3. Medical evidence must be supported by said medical records.

If anyone presenting a claim that does not meet the criteria then the claim is rejected.

With these simple preventative measures, the companies taking advantage of the 3 year limitation by encouraging people to make claims 6, 12 or 18 months later will disappear overnight.

This will eliminate a lot of fraud, exaggeration and smaller claims.

It seems to me that these reforms are going to be expensive, contentious and cause problems for genuine Claimant's.
