My money is on most of the adult population, who are likely to car drivers, will wonder why the Government is using a negative discount rate when their motor insurance premiums go up, rather than appreciate a limited number of claimants will in future receive additional compensation. Public opinion will probably mean there's now a swift move to change the way the discount rate is calculated, you do wonder if the rate was set negative for a very good reason and it wasn't to benefit claimants!
