Are we sure this isn't all one big rouse to actually INCREASE premiums so the government can collect higher IPT ?

Think about it . The reforms are announced to kill off whiplash claims , then within 7 days the discount rate is changed which will result in much higher premiums . I can see people complaining that motor insurers has gone up and the government response being " we have actually have made policy to reduce premiums hence the whiplash reforms " but knowing fully well that they wanted premiums up to collect more tax . The reforms are there for the government to use as a shield for when motor insurance sores !!

The deal was, we introduce the whlipash reforms and you pass £40 on , but there is absolutely no possibility of the insurers keeping their end of the deal , so why should the government honour their end either??
