I'm no supporter of those who contravene planning rules, but something just doesn't feel right about this.

Overzealous tin pot town hall keystone cops could in theory haul somebody up on trumped up charges of having too big a bouncy castle in the back garden, and end up making a profit out of it. Fines - quite rightly - do not go to the prosecutor but to the Treasury.

But now the prosecutor in local authority regulatory prosecutions has some skin in the game and some nice money to be made, if they utilise POCA. Surely this offends against principle?
