Police may say: 'The evidence did not meet the evidential stage of the full code test set out in the Code for Crown Prosecutors'; or 'Further action is not in the public interest.'

I don't know about anybody else, but I do not think that either new phrase does the job properly. In my opinion they both still give off an overall impression that the accused is not 'completely innocent' especially the former.

Why could they not simply just say something like 'No cause for action has been established?' or words to that affect.
