Makes me laugh. When I have asked the court to exercise management powers under CPR 3.3 (4) (make an order on its own initiative) it has declined on almost every occasion, despite having clear grounds to do so. I put it down to sheer laziness of judges. So there is already a procedure for weeding out claims with little to no merit, it is just that the court seems unwilling to implement the rule.
