If only we could just get all property in England actually registered - that would be a start! A bigger stick might be needed along the lines of "register" by X date or else your land will become the property of the Crown and if you want it back after that, you will have to buy it back. That might get a significantly higher proportion of the land registered and as for the parts which are not registered, well it becomes registered to the Crown.

However the issue of open registers is a concern given how easy land fraud has become as a direct result...
