Derek I think they have both gone rogue. As I understood my basic legal education, judges don't change the constitution or civil procedure (which in all jurisdictions, family included, permits cross examination).

If you were falsely accused of domestic violence (as many men are, to allow the accuser to get legal aid), imagine turning up to a contact hearing and being told that your ex, as the VICTIM of domestic abuse, can only be cross-examined by a third party. No, that is not prejudging and rigging the entire thing against you at all.
