Guarantees are worthless. It has to be "NO". It has to be NO to a single provider for the Solicitors Qualifying Exam who is also a training provider. How obvious and in your face does it have to be?

I notice that this is Solicitors Regulation Authority run. Where is the Law Society in all this?

Law Society, please forget about highfalutin political stuff, BREXIT, law reform and all that, and start looking at day to day bread and butter stuff like the Solicitors Qualifying Exam, getting rid of the Legal Services Ombudsman in favour of one court structure, (I know, my particular bug bear ... I think that the County Court / High court is the place for negligence - breach of contract cases, including allegations inadequate professional services), reducing the size of the bureaucracy, professional indemnity insurance, helping solicitors who get into trouble due to age, sickness, and maybe even just bad luck, wrong place, wrong time, competitor opening up nearby with nicer premises, got picked on in social media, got some bad reviews on google, you name it.
