This is getting ridiculous. A lot of people starting in business - particularly those having to start on their own account because the cost of regulation means only the largest can afford to comply - specifically now state they will not grow their business beyond the point at which they can service their clients themselves.

I've also suggested old style 1989 Act partnerships to some people wanting to work together, again, to avoid the possibility of employment.
There are a lot of people out there who would be willing to contract out of employment rights in order to get engaged; the only thing they might want would be deduction of tax at source.
The people who come up with these ideas have clearly not been unemployed and in their fifties. If they had been, they would realise that high regulation and multiple rights mean fewer jobs. The reason the American economy recovers quickly in comparison with the UK is that because American business can fire, it is willing to hire.
UK small businesses don't want to take that risk.
