So here we go again. Leaving aside the pros and cons of the whiplash arguments I find it very surprising that the government has put so much political energy into this at a time when so much else from their manifesto has been kicked into the long grass and whilst Brexit issues rage unabated. The cynic in me would suggest that it is a measure of the insurers influence over government. It may also be the only piece of legislation they can get through unless the opposition parties rise up in revolt which seems unlikely.
