I am not sure Mrs May has quite that knowledge. We have seen police shoot to kill for the first time in my lifetime, yet again we have no legally qualified Lord Chancellor, safeguarding the rule of law,, the Daily Mail has called Supreme Court judges 'enemies of the people' without rebuke, and Mrs May's Article 50 letter looks like it was drafted by a slightly over-enthusiastic trainee.

We HAD all the things you mention but they are being dismantled, partly because of Tony Blair's disastrous constitutional reforms. I completely agree that human rights are inate to the British way of life - but I suspect Mrs May has fallen foul of the regulations because she does not properly understand or respect our traditional legal processes. As Anon 14:41 points out, most human rights are qualified, so it takes a spectacularly inept government to fall foul of them.
