I'm not really sure what the big deal is here... the report basically says the CRU didn't have the data the Government asked for at the time.

Are people (read "Claimant lawyers") really so naïve ("read lacking ANY objectivity") as to think that was their only source on the basis of which these reforms were proposed, therefore nullifying the whole process?!

It was high time the culture of costs outweighing damages tenfold was brought under control, and that's exactly what happened.
