You may be right, Mr Cockshutt, though phrases like "left to our own common law devices", "able to react more quickly and freely", "spur to further improvements" do, to my ear, have a stronger ring than the kind of language one would expect from a man simply making the best of a bad job.

If the Lord Chancellor had made such remarks I'm quite sure (aren't you?) that they would have been blazoned in the Gazette along with dismissive comments about that gentleman's lack of a law degree. Conversely, had Lord Neuberger only had the good grace to offer negative comments about Brexit's effect upon British legal services, who can doubt that the Gazette would have given them at least equal prominence with his views on legal aid?
