If the costs are subject to budgeting and assessment then allowed then the costs are reasonable.

perhaps if the NHS implemented decent risk, control and reporting systems and had a culture of learning from root cause analysis there would be fewer large cases and far far fewer clusters, but no, let's jst blame the lawyers.
