Anon @13:18 I disagree. Finding fault causes the person blamed to seek to cover up their acts, or to justify them, whereas what is needed is a willingness to be open and honest when things go wrong.
Moral hazard is not something the NHS needs to be concerned with. The duty of a doctor is to do their best for the patient. Nothing else.
A no fault scheme saves a fortune is costs. Many claimants will otherwise be in receipt to benefits.
Lets have some joined up thinking.
