The right for UK qualified lawyers to practise in Ireland flows from Directive 98/5. It allows a lawyer who is qualified in one EU Member State (and who is an EU national) to practice on a permanent basis in another Member State under their home professional title.

Article 2(a) of the Directive contains the requirement to be an EU national.

There is, to my knowledge, no Anglo-Irish agreement on this subject.
