The playgrounds of the wealthy who pay pocket money to fund their claims, whilst everyone else pays the lion's share.

Capping fees at £10k for a £200k+ claim ignores the fact that court and judicial time is swallowed up by much higher value cases. So the reason for the cap is?

Can't help but think there are more nefarious objectives at play. Perhaps too many wannabee dictators in government? it's always the press and the lawyers who are in the first waves of attack.
