if you think insurance for Defendant costs should be mandatory, who pays for the insurance?

Recovery of insurance premiums as part of inter-parties costs has been done away with (save for limited recovery in Clinical Negligence). Whilst your proposal means successful defendants get their costs, it also means successful Claimants would have to pay that insurance out of anything they recover in the claim.

Making insurance mandatory would also be another potential barrier to justice, with insurance companies being the gatekeepers.
