Courts and tribunals are one of those things we all need to pay for all of the time - like police, armed forces, hospitals, schools.

If we don't need to use them, too bad but they are there if we do need them - not beyond reach because of unaffordable cost.

The recognition here of the indirect benefits of providing for those who cannot is crucial to the continuance of the sort of society we are.
