I'm inclined to think that most clients don't mind whether the partner dealing with their matter is male, female or somewhere in between, as long as the job gets done to the best of that partner's ability and for a reasonable price. Self-imposed targets like this are just trying to keep up with the PC brigade and people end up being promoted as a token or to meet a target when they may not be the best (wo)man for the job.
