I think the problem identified was that the facilities are no longer required because newspapers don't cover courts any more. This used to be a staple and was often the training ground for new reporters. It taught them to identify cases dealing with issues likely to interest readers and provided a useful public overview of what was going on in the local magistrate's courts, a welcome contribution to a democratic society. Sadly, lack of resources means this has gone and with it the useful public window on the legal process. (Note, though, that I don't see that the "Daily Mail" has any useful input into that).
