Not clear how this is news, insurers regularly have to be threatened with enforcement before they make payments and I have requested writs plenty of times.

It's funny how difficult it is to raise a payment in a swift manner in the modern age of digital transfers.

However I'm of the view that assuming it is nefarious is a bit too far. It's far more likely that they're just incompetent and inefficient (and a little reluctant too) - lets be honest that's why most cases get anywhere near a court.
