Is everyone so tied up in what may or not be introduced by way of fixed fees that they have forgotten all about the system that we are presently still trying to operate?

By virtue of the Civil Procedure (Amendment No. 2) Rules 2017 which come into force on 1st October 2017 there are going to be some radical changes to the PD to CPR 47. Trouble is we are now at 25th September yet the 'Practice Direction Making Document' has still not been published.

Remember the good old days when changes to legislation were set out months in advance to enable them to be properly considered? Now we aren't even going to be granted a week, if, indeed, they have the courtesy to tell us about the changes before they already exist!
