I think the headline is fair comment and accurate. We have here a Firm that admitted paying referral fees or inducements without regard to the rules, who have admitted to losing/destroying and failing to disclose key documents, and who agree they bent the rules. If they were a small firm doing work for a mortgage lender and had acted in this way they would probably have been intervened.
