Is this not just another example of the SRA having not enough 'real' work to do and needing to ensure that, somehow, it spends all the money in its budget so that it can - in its eyes - justify asking for more come the next financial year? Either that or it's merely toadying up to not only its present political masters but also anyone else who might have the remotest chance of becoming these in the future!
