And in London the Met does not offer conduct money when they serve witness summonses - so if the complainant does not show that is the end of the road. Apparently it's because of having to account for small amounts of money.

And if the complainant does show when "served" with a witness summons it's the result of not knowing that the "service" is invalid, which in my book is an abuse of state power.
