Hmmm and what's the response going to be when certain types of offending are grossly and disproportionately committed by identifiable groups?

The majority of the matters identified as disparities are 'explainable' and this whole exercise is a self indulgent waste of time, but if at least is stops HMG damaging other things (as it is at least 'doing something here') then this at least is a small sop.
