This seems like half a story.

Many nurseries (esp in the South and South East) are struggling to make ends meet as a direct result of the new 30 hours free childcare (previously 15 hours).

The government has not fully funded the scheme therefore nurseries' business plans don't add up.

Has this anything to do with it?
